Understanding the Biocidal Products Regulation
The Biocidal Products Regulation, or BPR, Regulation (EU) No 528/2012, concerns the placing on the market and use of biocidal products in the European Union. Biocidal products are used to protect humans, animals, materials or articles against harmful organisms through the action of active substances.
The BPR was adopted on 22 May 2012 and has applied since 1 September 2013. Its purpose is to harmonise the EU biocidal products market, improve the approval and authorisation process, and maintain a high level of protection for people, animals and the environment.
In general, biocidal products require authorisation before they can be placed on the market, and the active substances contained in those products must be approved or otherwise covered by applicable transitional or regulatory provisions.
